HUNTINGTON BEACH CUSTOMERS RETURN TO SOUTHERN CALIFORNIA EDISON IN 2024
If you were an Orange County Power Authority (OCPA) customer in the City of Huntington Beach, your service with OCPA ended in 2024. Southern California Edison (SCE) is once again your provider of both the electric generation and distribution service.
OCPA became the default electricity supply provider for eligible Huntington Beach commercial customers on April 1, 2022, and for Huntington Beach residential customers on October 1, 2022. In May 2023, the Huntington Beach City Council voted to leave OCPA. Beginning in April 2024, Net Energy Metering (NEM) – solar – customers within the city were switched to SCE bundled service, with all other customers in the city returning to SCE later in June 2024.
You did not have to take any action to be returned to SCE. The transfer occurred automatically on your regular meter read date with no disruption to electric service. You should continue to receive and pay your bills as you normally would, which have always been processed by SCE.
For NEM customers, your OCPA account will be trued-up annually as of your April 2024 regular meter read date, based on OCPA’s Net Energy Metering Policy. Additionally, any applicable generation-related charges and NEM credits will return to being calculated as part of your SCE bill.
OCPA, the City of Huntington Beach, and SCE are working closely to ensure a smooth transition for OCPA customers to SCE bundled service.

Why am I being returned to SCE?
In May 2023, the Huntington Beach City Council voted for the city to leave Orange County Power Authority. Beginning in April 2024, NEM customers within the city were switched to SCE bundled service, while all other customers transitioned in June 2024.

Can I choose to stay with OCPA?
Unfortunately, customers must live or own a business in an OCPA member community to receive electricity service from OCPA. All Huntington Beach customers will be required to transition to SCE bundled service and will be ineligible to stay with OCPA service.

Will my electricity rates change when I transition back to SCE?
Rates may vary between OCPA and SCE. It’s recommended that you review SCE’s current rate offerings or contact them directly for detailed information on potential changes to your electricity rates.

Will there be any fees or penalties for transitioning back to SCE?
No, there will be no fees or penalties for the transition. Any associated costs will be paid by the City, not individual Huntington Beach customers. The switch will occur automatically, and you’ll continue to receive uninterrupted service.

Do I need to do anything for the transition back to SCE?

I’m a NEM/solar customer. When will my account be trued-up for Look-Back Credit and Net Surplus Compensation?
Your OCPA account will be trued-up annually as of your April 2024 regular meter read date, based on OCPA’s Net Energy Metering Policy. Additionally, any applicable generation-related charges and NEM credits will return to being calculated as part of your SCE bill.

I’m a NEM/solar customer. How will the transition to SCE affect my account regarding SCE’s Solar Billing Program (SBP)?
Your return to SCE won’t change your NEM type, whether you’re on 1.0, 2.0, or SBP.

Will newly established Huntington Beach electric accounts continue to default to OCPA service before the upcoming transition periods?
Yes, newly established Huntington Beach electric accounts with SCE will continue to default to OCPA service until one month before the scheduled transition period. For instance, new Huntington Beach NEM accounts will stop defaulting to OCPA service starting March 1st, 2024.
If you’re currently enrolled with OCPA on NEM 2.0, you will remain on NEM 2.0 upon the return to SCE, and for the duration of your 20-year NEM 2.0 legacy period. At the end of your 20-year NEM 2.0 grandfather period, you will transition to SCE’s SBP starting April 2024, based on your relevant period. If you joined NEM after the SCE SBP cutoff (April 15, 2023), then you are currently on NEM 2.0 and will transition to SBP starting April 2024, based on your relevant period. Will I receive the same Net Surplus Compensation rate with SCE?
You will need to contact SCE to learn more about SCE’s current Net Surplus Compensation rate.
