Orange County Power Authority (OCPA) is your default electricity provider

OCPA is part of a growing movement in California that is sourcing cleaner energy on behalf of millions of electricity users. As a local, not-for-profit public utility, we give more than 175,000 Orange County homes and businesses the choice of renewable energy competitive rates. It’s a win for you, the community and the planet.

GREEN THE GRID. CLEAN THE FUTURE.

Here’s how it all works

For the first time ever, you can choose your energy provider and the size of your carbon footprint.
Green energy (wind, solar, geothermal and biomass) is kinder on your health, the health of the planet, and the health of future generations.
Competitively priced, reliable electricity with three renewable energy plans. Or opt out and return to the investor-owned utility.
A proven solution to the climate crisis: OCPA is one of 25 community energy providers across California serving more than 14 million customers.

We believe in the power of choice

As an OCPA customer, your city selected your default rate plan, but you also have choices. You can choose how much renewable energy you’d like OCPA to purchase on your behalf to put onto the electrical grid to create a healthier, more sustainable future.

Frequently Ask Questions

  • How much clean and renewable energy is available through OCPA?

OCPA procures both clean and renewable electricity on behalf of our customers. Each rate plan has a different percentage of renewable energy. Basic Choice is at least 44% renewable and we have two higher renewable rate plans, Smart Choice with at least 72% and 100% Renewable Choice.

  • How do I enroll?

To make things convenient, residential and commercial customers in member communities (Buena Park, Fullerton and Irvine) are automatically enrolled when you establish new electricity service. You’re all set, there’s no need to do anything. If you previously opted out of OCPA and are interested in re-enrolling, click here.

  • What is the difference between OCPA and my previous energy provider?

You now have the power to choose who provides your energy. Historically, the for-profit utility Southern California Edison (SCE) has been the default power provider to most customers. However, in 2002 when state legislators passed California’s Community Choice Aggregation law, this default status was transferred from SCE to local community energy programs like OCPA, which is a not-for-profit that reinvests in the community.

OCPA purchases renewable energy (known as Generation) and works in conjunction with SCE, who delivers the electricity using its existing power line infrastructure. SCE, the for-profit utility, maintains all transmission, delivery and meter reads (known as Transmission/Delivery). You will still receive your monthly electricity bill from SCE. To understand how to read your bill, visit: https://www.ocpower.org/understanding-your-bill/

  • What type of renewable energy is OCPA purchasing?

OCPA has entered into 144 power purchase agreements for solar, wind, geothermal, hydropower, and biomass renewable energy.

  • Do customers have a say in this?

Yes, absolutely! All customers have a choice in how much renewable energy they choose to have procured on their behalf. When joining OCPA, each city (member agency) selected a customer enrollment program that best suited their local community.

Listed below are the default enrollment plans that each city selected:

    • Irvine: 100% Renewable Choice
    • Buena Park: 100% Renewable Choice
    • Fullerton: Smart Choice 72% Renewable

If you live in or have a business in any of these cities, the plan your city selected is the plan you start at. However, OCPA customers can choose to stay in that plan or move up or down at any time make a change from their enrollment plan, into one of the following 3 OCPA Plans:

    • Basic Choice which provides 44% renewable energy and costs 3% less than SCE’s equivalent generation rate;
    • Smart Choice which provides 72% renewable energy. This plan is $0.01 more per kWh than our Basic Plan; and
    • 100% Renewable Choice plan. This plan is $0.015 more per kWh than our Basic Plan.

Our Rate Comparison Calculator on the OCPA website can help customers make an informed choice about how much renewable energy they want to invest in.
