Orange County Power Authority Board Adopts Resolution Approving City of Fountain Valley to Join

Adoption brings the resolution to the California Public Utilities Commission for approval with service expected to begin in late 2026


IRVINE, Calif. (November 25, 2024) – Today, the Orange County Power Authority (OCPA) Board of Directors adopted a resolution approving membership for the City of Fountain Valley. OCPA will now submit a request to the California Public Utilities Commission (CPUC) for Fountain Valley’s membership certification.

“We appreciate that Fountain Valley’s leaders want to bring renewable energy at competitive rates to their residents and businesses,” said Fred Jung, OCPA Board Chair. “By offering electricity customers a choice in their energy provider and how much renewable energy they want procured on their behalf, Fountain Valley will be supporting a healthier, more sustainable future for all who call the city, ‘A Nice Place to Live’.”

On November 5, 2024, the City of Fountain Valley adopted a resolution expressing intent to join OCPA and approved an ordinance to implement the OCPA community choice aggregation program within its city boundaries. Once the request to amend OCPA’s Joint Powers Agreement to include the City of Fountain Valley is approved by the CPUC, the years-long onboarding process will begin.

Giving the community an opportunity to both save money and reduce their carbon footprint by supporting the procurement of renewable energy will position Fountain Valley as a leader in the transition to a renewable energy future,” said Glenn Grandis, Mayor for the City of Fountain Valley. “We look forward to benefiting from Orange County Power Authority’s affordable rates for clean energy and their reinvestment in our community.”

In just two years of service, OCPA has been nationally recognized as one of the cleanest and greenest CCAs in the country. As of December 2023, OCPA sold over 2.27 million megawatt hours of clean power to approximately 290,000 customers. Its 2023 Power Content Label shows OCPA purchased an aggregate portfolio of approximately 86% renewable energy on behalf of its customers, with approximately 81% coming from carbon-free resources. This exceeds the mandatory state requirements for the purchase of renewable energy, and is well above the state’s three largest investor-owned utilities which collectively served 52% renewable power in their 2022 retail electricity sales.

The process to onboard a new member city takes approximately two years. Once approved by the CPUC, OCPA expects to launch service in Fountain Valley in October 2026.
