Our Story

The Orange County Power Authority (OCPA) is part of a growing movement in California that is providing millions of electricity users in local communities an important and critical choice to embrace a cleaner energy future. Community Choice Aggregation (CCA) programs, just like OCPA, enable local government control over how and where electricity is purchased. It allows local cities and counties to opt into a CCA program and offer customers (residential, commercial and municipalities) the opportunity to select the source of their electricity and the rate they want to pay. The more renewable energy – generated from sun, wind, water, geothermal and biomass – the more a customer is contributing to a cleaner, healthier and more sustainable future.

Our Beginnings

The passage of Assembly Bill 117 in 2002 established Community Choice Aggregation in California and opened the door for municipalities at the local and county levels statewide to form independent, locally-governed and not-for-profit energy providers. In 2018, the City of Irvine, at the urging of community advocates, was the first municipality in Orange County to explore a CCA program and the city council ultimately approved the initial funding to formally establish the Orange County Power Authority in 2021. Soon after, the cities of Buena Park, Fullerton and Huntington Beach joined OCPA. Elected officials in these communities agreed it was essential to be part of California’s growing renewable movement providing millions of businesses and residents the opportunity to embrace a cleaner, healthier and more sustainable future.

OCPA launched commercial and municipal service in April 2022, followed by residential service in October 2022. Today, residential and commercial electricity customers in member communities have the choice to select the source of their electricity and the amount of renewable energy they want OCPA to purchase on their behalf to put onto the grid. OCPA believes choosing electricity generated from renewable sources rather than traditional fossil fuels – and reducing the world’s growing carbon footprint is a powerful step to ensuring a greener tomorrow for generations to come.

Our Community Advisory Committee

To better connect and further understand the needs of the customers in its service area, the Orange County Power Authority also relies on a Community Advisory Committee (CAC) for guidance. Comprised of residents who come from all different backgrounds in OCPA member communities, the CAC advises and makes recommendations to the Board of Directors on policy, programs and planning while also serving as customer advocates. The CAC is comprised of two representatives from each OCPA member community and two at-large representatives.
