What is a Community Power Plan?
OCPA’s Community Power Plan is a strategy and roadmap for future community programs to save customers energy and money, and help Orange County achieve climate goals. The Plan will be community-driven and informed by surveys, feedback, and research.

Why is OCPA creating a Community Power Plan?
The Community Power Plan ensures future program offerings fit the specific needs of our member communities. It will give the community a voice in developing energy-related programs that support the transition to renewable energy, ensure equitable access and education, and save customers energy and money.

Have other community choice energy agencies conducted a Community Power Plan?
Yes, and OCPA is looking to their plans to replicate their successes and adjust based on their learnings. One example is the Community Power Plan developed by San Diego Community Power.

When will OCPA’s Community Power Plan be available?
OCPA’s Community Power Plan is currently in development. The final plan will be available in late 2025.

How can I get involved?
OCPA is looking for community feedback to inform the future programs outlined in the Community Power Plan. Share your thoughts by taking our brief survey, joining a community listening session, or participating in a roundtable conversation. Follow OCPA on Facebook, LinkedIn, and Instagram to stay up-to-date on future events.

How will my data be used?
Your data will only be used to understand community priorities. Data will not be shared with third parties.

Can I do the survey in a language other than English?
Absolutely. The Community Needs Assessment survey is available in Spanish, simplified Chinese, traditional Chinese, Arabic, Farsi, Korean, Vietnamese, Japanese, and Filipino.

Will I be compensated for participating in the survey?
Survey participants in OCPA member cities – Buena Park, Fountain Valley, Fullerton, and Irvine – who complete the survey will be entered into a drawing for one of two $250 gift card prizes.

How long is the survey?
The survey is intended to be brief and should take approximately 5-10 minutes to complete.

When can I take the survey?
The survey is available now, and will be open for participation through July 31, 2025. Survey participants in OCPA member cities – Buena Park, Fountain Valley, Fullerton, and Irvine – who complete the survey will be entered into a drawing for one of two $250 gift card prizes.
