Orange County Power Authority Names Joe Mosca Chief Executive Officer

IRVINE, Calif. (March 19, 2024) – Today, the Orange County Power Authority (OCPA) board of directors named Joe Mosca as its new Chief Executive Officer (CEO). Mosca has been serving as Interim CEO since June 1, 2023, and had previously served as the Director of Communications and External Affairs for OCPA.

During the summer of 2023, OCPA retained the services of CPS HR Consulting to conduct a thorough, competitive recruitment process for OCPA’s CEO position. CPS HR performed a nationwide recruitment process, seeking qualified applicants with a mix of public and private experience and a comprehensive understanding of public utilities and energy markets. Of the 126 applications received, reviewed, and evaluated, the OCPA board of directors interviewed four candidates on November 29, 2023, and two candidates participated in follow-up interviews with the Board of Directors on January 24, 2024.

“After a comprehensive multinational search for the CEO of the Orange County Power Authority, the board of directors has elected to select Mr. Joe Mosca to lead the agency into the next chapter,” stated OCPA Board Chair Fred Jung. “Mr. Mosca’s deep expertise in the energy sector and local government have been a tremendous asset to the Orange County Power Authority.” For more than nine months, under the board’s leadership, he has steadfastly moved this agency forward, achieving a stable, positive financial outlook and positioning OCPA for growth. With a passion for climate action and environmental resiliency, Mr. Mosca has demonstrated his capability and commitment to OCPA, which has earned him the full support of the board.”  

Prior to joining OCPA, Mosca was a founding member and the former Chair of the San Diego Community Power board of directors. He has a deep understanding of the California energy sector and local government having also worked for two California utilities, San Diego Gas & Electric and Southern California Gas Company. Additionally, Mosca served as the Mayor of Sierra Madre in Los Angeles County and the Deputy Mayor of Encinitas in San Diego County. During his time as the Deputy Mayor, he was also the President of the San Dieguito Water District.
